for City Building Land and Development of Belgrade P.E.
The Agency was founded by decision of the Belgrade City Assembly. As the legal beneficiary of the previous agencies, it has been managing building land and building public facilities ever since 1956, thus integrating its activities with the strategic development of Belgrade.

Building land, infrastructure and public facilities, representing the most important part of the City real estate, have matured - together with the Agency - into an outstanding incentive for the development of overall municipal structures and functions.

The Agency performs a thorough analysis of the sites offered to the investors at the call. clearly defining the costs of construction and maintenance of the primary and secondary infrastructure network and facilities.The Agency is determined to rely on the market approach to integrate drafting, planning, construction and exploitation of all infrastructural sectors on the bases of transparency and just distribution among all the end users.

Company Structure

The Agency has some 300 employees, most with a college degree, organized in nine specialized divisions.

The Agency covers the following activities:

  • prepares the draft Program for the building land development and infrastructure construction, together with the financial plan.
    - performs all technical, legal, financial, administrative and other specialized activities for financing the Program and monitors its implementation in accordance with the income;
    - coordinates building land development with the municipal infrastructure development programs, in accordance with the decisions passed by the City Assembly;
    - prepares building land (settlement of ownership/legal issues, relocation etc.)
    - prepares data on geological, geomechanical, geodetic and other characteristics of the subsoil;
    - organizes and coordinates refurbishment, melioration and other similar activities, as well as the clearing of building sites from existing buildings and installations;
    - organizes the construction of municipal installations and performs expert supervision;
  • prepares feasibility studies and analyses on the preparation of building sites to be assigned;
  • prepares all the necessary rationales and proposals for site assignment, defines the initial price of the land to be assigned, manages the public bidding procedure and submits a proposal to the City authorities for the release of appropriate documents;
  • concludes agreements with investors on the management of mutual rights and obligations concerning the preparation of the building land;
  • administers the protection, and rational and restricted use of building land;
  • administers a data base on city building land;
  • organizes and coordinates construction works, provides expert supervision for projects financed by the City and for projects in residential construction zones, prepares technical documentation on projects as required by the City;
  • As part of building land preparation, the Agency constructs and rents buildings and office space, and subject to previous authorization by the Belgrade City Assembly it sells apartments and office space.
