The Program for the building land preparation and leasing encompasses corresponding activities in 10 municipalities in the capital. The Program defines all the activities concerning the preparation of urban building land and the construction and reconstruction of Belgrade infrastructure.
Investments have been focused on the construction of underground installations that ensure the normal functioning of the city, and major funds have also been allocated for transport infrastructure, bridges, tunnels and Light Rail Transit, representing the new traffic system of the capital. Along with budget funding, the Agency has been using for the first time funds from international financial organizations EAR, EBRD, EIB, that endorsed the Belgrade infrastructure development projects. A new financial support by the governments of developed countries has also been signaled.
The solutions are covered by the laws, decisions and regulations covering the domain of land policy and construction, whilst the type and the scope of the program tasks are determined by:
- the Decision on the Budget of the City of Belgrade
- planned revenues from land preparation and management fees
- current implementation of the investments and construction of municipal infrastructure projects
- the current compilation of planning and technical documentation
The Program also includes a list of priorities concerning municipal infrastructure and planned activities defined according to the following basic criteria:
- completion and activation of facilities that are under construction
- maintaining the continuity of the ongoing construction of municipal facilities that have a special importance for the whole City
- construction of new facilities and expansion of existing ones required by the development of residential projects and other assets in existing and new building sites
- the completion of plans and technical documentation for areas and projects that are certain to be implemented, as a preparation for the implementation of the Program in the coming years.
