| The building land in Belgrade
Building land that is not intended for construction of public structures of common interest and public areas, but designated for construction of other structures in accordance with the law, can be in all forms of ownership.
Building land in state ownership may be leased out, for purpose of construction to domestic and foreign legal and private parties.
The duration of the lease is determined in dependence of the intended purpose, size and period of the amortization of the structure, but no longer then 99 years. The renewal of the lease agreement is possible before expiration of the lease period, in accordance with the law.
Building land is leased out through public bidding, if gross area of the planned structure does not exceed 10.000 m2, and through gathering of offers by public advertising for structures larger then 10.000 m2.
Procedures of leasing out building land in state property for construction of structures exceeding 800 m2 gross area are conducted by the Agency for building land and construction of Belgrade.
Announcement for public bidding or gathering of offers contains particularly:
Description and approximate data on the construction parcel;
Degree of provided municipal infrastructure of the building parcel;
Zoning requirements and construction limitations (intended purpose, size, height, volume, etc) and the deadline for finishing of the construction;
Duration of the lease;
Opening lease rate and fee for the development of the land, as well as their intercourse expressed in %;
Deadline for bringing the land to its designated use;
Call for payment of the deposit of 10% for participation in the procedures of public bidding or in gathering of offers;
Obligation of the lessee to conclude separate agreements with relevant municipal companies and repay infrastructure costs (electricity, telephones, cable, heating, gas, etc.).
On recommendation by the City Commission, the Major of the City assembly adopts the Act of leasing out the building land.
The Agency for building land and construction of Belgrade and the lessee conclude the lease agreement within a deadline of 30 days from the day the Act on leasing is adopted. The agreement is noted in the public books.
The lessee of the building land acquires the property rights of the built structure.
