1.The scope of public invitation is public procurement of works: Execution of Works involving Construction of a Residential and Business Project on the Site ''Spatial and Functional Unit 15'', with shelter and underground garage, in the Block 62, New Belgrade.
2. The Residential and Business Project, which construction represents the scope of this Contract, consists of the levels Ce+GF+3F+At and the total Gross Registered Construction Area (GRCA) of the Project (calculates in accord with the Yugoslav Standards) shall be 6,854.61 sqm, out of which GRCA of the above the ground levels is 4,917.61 sqm, and GRCA of the underground level 1,937.00 sqm.
3. The right to participate have bidders fulfilling the requirements from the Article 45 of the Law on Public Procurements, which have take over the tender dossier.
4.The evidence by which the Tenderer proves the fulfillment of the requirements from the foregoing Item of this Public Invitation includes:
Extract from registry confirming that company object include works which are subject matter of the public procurement,
Certificate confirming that for the period of 2 year prior to the publication of this Public Invitation no effective court or administrative ban of company objects involving the works that are subject matter of this Public Invitation was adjudged,
Certificate issued by the competent tax authority that all due taxes, contributions and other public charges for the current year have been settled,
Report on the financial standing for the public procurement purposes issued by the National Bank of Serbia,
Certificate of liquidity for the period of six months prior the date of bid submission issued by the Solvency Centre of the National Bank of Serbia,
Statement confirming that the Tenderer's has the necessary financial and business resources available,
Statement confirming that the Tenderer's has sufficient engineering resources,
Other documents listed in the Tender Dossier.
5. Evidence on requirements fulfillment the Tenderer has to enclose with the bid.
6. The submitted evidence must not be older than 6 months in reference to the date of publication of this Public Invitation.
7. In addition to evidence from Item 4 the Tenderer has to enclose to the bid a Tendering Guaranty i.e. bid seriousness guaranty (in amount of 3% of the net bid value)
8. Any Tenderer and, in case of joint bidding with the Subcontractor, Contractor or Subcontractor, depending on the nature of Works to be executed, has to enclose a valid license for the responsible contractor number: 400, 410 or 411, 430, 450.
9. Any Tenderer and, in case of joint bidding with the Subcontractor, Subcontractor, has to submit a substantiated reference list of same or similar works, as per Tender Dossier, executed in the course of the foregoing three years (at least one reference and the corresponding evidence).
10. Any Tenderer has to have at least 50 employees i.e. if bidding jointly with the Subcontractor included in the bid, the Subcontractor must have at least 30 employees.
11.In case that Tenderer shall have the Subcontractors, a complete documentation must be provided for them in accord with the Article 45 Para 3 and Article 46 of the Law on Public Procurements.
12. Should the Tenderer operate without Subcontractor, the statement in writing must be provided confirming this fact.
13. One Tenderer may participate only in one bid, as Tenderer (leader) or Subcontractor.
14. Interested Candidates may take over the Tender Dossier at the premises of the Belgrade Land Development Public Agency, Belgrade, Njegoševa Street No. 84, 1st Floor (Apartments Construction Sector) each working day from 9.00 to 15.00 h, subject to presentation of the evidence of payment 6,000.00 dinars (with VAT included) into account of the Agency No. 840-93647-02 (PIB 100293512), payment purpose: Buying-up fee for the Tender Dossier for Construction of PFC 15, New Belgrade.
15. The fee paid according to the foregoing Item is not recoverable.
16. The deadline for the take over of the Tender Dossier is 15 days from the date of publication of this Public Invitation in the ''Official Gazette of the Republic of Serbia''.
17. The deadline for the submission of bids is 30 days from the date of publication of this Public Invitation in the ''Official Gazette of the Republic of Serbia'' until 15.00 h (irrelevant of the fact is the bid submitted in person or by post).
18. Is the deadline date a non-working day (Saturday or Sunday) or a state holiday, as the last day of the deadline shall be considered the first subsequent working day.
19. The bid is to be submitted in two copies, an original and a copy, in sealed - separate envelopes, addressed on the Employer: Belgrade Land Development Public Agency, Belgrade, Njegoševa Street No. 84 and must bear marking: "Bid - original, for the Tender PFC 15, B62, New Belgrade - Public Procurements Department - Do Not Open" (Ponuda-original za konkurs PFC 15, B62, Novi Beograd- Odeljenje za javne nabavke-ne otvarati") i.e. "Bid - copy, for the Tender PFC 15, B62, New Belgrade - Public Procurements Department - Do Not Open" ("Ponuda- kopija za konkurs PFC 15, B62, Novi Beograd- Odeljenje za javne nabavke-ne otvarati").
20. On the back of the envelope with the bid the Tenderer has to specify its address and the phone number.
21. The bids are to be prepared and submitted according to the Tender Dossier and this Public Invitation.
22. The bids are to be prepared and submitted on original form contained in the Tender Dossier together with all exhibits that represent an integral part of the Tender Dossier and they must be clear, unambiguous, clearly printed in Serbian language, properly filed with the filing number and date of the bid, sealed by company seal and signed by the authorized person of the Tenderer.
23. Bid option has to be 60 days with extension possibility, in accord with the terms and condition from the Tender Dossier.
Bids with alternatives are unacceptable.
24. The Employer shall provide advance payment on amount of 35% of the bid amount.
25. The public opening of bids shall take place on the first subsequent day after the expiry of the bid submission deadline and it shall start at 10.00 h at the premises of the Belgrade Land Development Public Agency , Belgrade, Njegoševa Street No. 84, 4th Floor, in the large meeting rooms, without any further invitation of the bidders. At the opening of bids may be present authorized representatives of the bidders, which are to hand over their proxies to the Commission before the opening of the bids.
26. The Employer shall select the Contractor applying the criterion of the commercially most favorable bid (Article 55 of the Law on Public Procurements).
27. The criteria for the evaluation of the commercially most favorable bid shall be: Price - 75 ponders, Completion Time -15 ponders, Tenderer's References - 10 ponders. More details is provided in the Tender Dossier.
28. Should the additional works be required, according to Article 92 of the Law on Public Procurements, the Employer shall award the contract the Tenderer with whom the principal contract was concluded.
29. Untimely bids shall be returned unopened and improper and unsealed bids shall not be taken into consideration.
30. The Employer shall select the most favorable bidder within the framework period of 15 days from the date of bid opening and shall, during the further period of 3 days, notify all bidders on the result.
31. The Employer reserves the right, if needed, to ask the Tenderer for additional clarifications that might help the review, evaluation and comparison of bids.
32. The Employer reserves the right, without payment of any special remuneration, to give up selection and award of the contract in case that he establishes that none of the bids satisfies the requirements of the Tender Dossier and evaluates all bids as unacceptable or inadequate.
33. All deadlines stipulated by the Law on Public Procurements under which the present procedure of the public procurement shall be carried out, start from the date of publication of this Public Invitation in the "Official Gazette of the Republic of Serbia"'.
