(1) The subject of the present Public Invitation to Tenders is selection of the adviser company for project management and preparation of work base (preparation of tender documentation, establishing TORs, etc) for implementation of studies, analyses, expertise in design work and general coordination of activities intended for construction of the Light Rail System first line in Belgrade
(2) All participants that fulfill the conditions in compliance with Article 45 of the Public Procurement Act (The Official Bulletin of the RS, No. 39 of 2002-07-05), and which have bought the Tender Documentation are entitled to take part in the Tender procedure.
(3) Each Bidder interested to participate in the Invitation to Tenders shall submit all the documentation, the detailed contents of which are provided in the Tender Documents, Part 1 - Instruction for Tenderers.
(4) The deadline of taking over the Tender Documentation is the period of 15 calendar days as of the date of announcing the Public Invitation to Tenders in The Official Bulletin of the RS. The Tender Documentation might be taken over at premises of the Agency for Building Land and Construction of Belgrade, Public Co., Belgrade, Njegoseva 84, Fifth Floor (Preparation and Designing Department) from 09:00 a.m. to 03:00 p.m. every working day, against presentation of the confirmation that the tenderer is/is not VAT payer and upon presentation of the evidence that non-repayable funds in the amount of CSD 15,000 (including VAT) have been transferred to the account of the Agency for Building Land and Construction of Belgrade, PC, No.: 840-93647-02 (Tax Identification Code 100293512), purpose of payment: "Costs of Preparing Tender Documentation - Transport Master Plan of Belgrade".
(5) Bids are to be submitted on the original Tender Documentation Form together with all Attachments, being integral parts of such Tender Documents.
The Bidder's signature and stamp are to be duly affixed to the Bid.
(6) The deadline for submission of Bids shall be December 29th, 2005 until 1200. The information on the manner of submitting Bids is described in details in the Tender Documents, Part 1 - Instruction for Tenderers.
(7) The opening of Bids shall be performed publicly the same day at 1400. The opening of Bids may be attended by the authorized representatives of Bidders, who will submit their respective Letters of Attorney to the Committee prior to opening the Bids.
(8) The Client shall select the successful Bidder by applying the criteria of the best Bid in terms of economics (Article 55 of the Public Procurement Act). Such criteria and/or ?re:
The explanation of organization of the Project management and key experts references - 38 points,
The deadline for beginning of consulting service - 12 points,
The lowest offered price - 50 points.
The criteria are explained in details in the bidding documents.
(9) weights will be presented in the Tender Documents.
(10) Incomplete Bids shall not be taken into consideration, while any late Bids shall be returned unopened.
(11) Any additional clarifications and/or information in connection with the Public Invitation to Tenders could be obtained by asking them in writing to the E-mail address Metro@beoland.com, stating "Questions Regarding the Metro" under Subject of a Message Form from 08:00 a.m. to 03:00 p.m. Any questions in relation to purchasing the Tender Documents could be asked as of the first day after announcing the Public Invitation to Tenders. Any questions in relation to the Tender Documents could be asked as of the 5th day after announcing the Public Invitation to Tenders in media and on the web site www.beoland.com.
