This Invitation for Expression of Interest follows the General Procurement Notice for this project which was published in Procurement Opportunities on March 29, 2005, under project ID 24913.
The City of Belgrade has applied for a Loan from the European Bank for Reconstruction and Development (the Bank) for a project to build a cable stayed bridge over the Save River within the City of Belgrade as well as Southern and Northern approach roads to it (the Project) and intends to apply part of the proceeds of the Loan to payments for the consulting services for project management, design and construction supervision under the Project.
Belgrade Land Development Agency (Direkcija za gradjevinsko zemljište i izgradnju Beograda J.P.), acting as the Project Implementation Unit, now invites eligible consultants to indicate their interest in providing the services.
The required services comprise the following:
- to arrange overall project coordination, including development of a project delivery strategy and appropriate reporting to the City and the Lender(s);
- regarding the approach roads, which assumed to be financed from the City budget, based on a conceptual design, to complete design and receive all necessary approvals and permissions allowing construction;
- regarding the bridge itself, which assumed to be financed from the Loan proceeds, if it is decided to arrange construction of the bridge on design and build basis, prepare respective the Employer's requirements and obtain all necessary approvals to it, if it is decided to arrange construction of the bridge in conventional way, based on a conceptual design, to complete design and receive all necessary approvals and permissions allowing construction;
- to preparing terms of reference and assist the Agency with tendering for all contracts, which would have to follow the requirements of the Bank's Procurement Policies and Rules for the contract to be financed from the Loan proceeds and the Public Procurement Law of Serbia and Montenegro for the contracts, financed from the City budget;
- to supervise all construction works, performing the duties and assume the authority of the Engineer in accordance with the contract conditions which will be based on the respective FIDIC Conditions of Contract;
- provide assistance with compliance with the requirements of the Financial Agreements;
- provide assistance with disbursement matters.
It is expected to commence the works for the assignment in the I quarter of 2006 and the duration is approximately 4 years, assuming one year of the defect notification period.
The Consultancy contract will be financed with the proceeds of a loan from the Bank and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
The Consulting Firm should:
- have a Staff which consists of highly qualified engineers having substantial experience in road and cable stayed bridge design and construction supervision;
- possess demonstrated experience in the managing projects of similar nature and complexity;
- possess demonstrated experience in the procurement of works in accordance with and following the procurement rules of the EBRD and other International Financial Institutions.
Interested firms are hereby invited to submit expressions of interest.
In order to determine the capability and experience of consulting firms seeking to be short listed, the information submitted should include the following:
- Company Profile
The determination of the brief description of past history and current organization and management will provide an assessment whether the consultant will be able to cover the needs of the project and would the ownership structure - preferably completely independent with clear communication lines - give any potential conflicts of interest that could influence the project.
- Experience in Similar Projects
Recent experience - last 10 years - from similar projects will be determined to assess the qualification of the consultant in the field of the assignment. The consultant must show experience in handling similar projects and that the knowledge in all technical fields required is available inside his organization. In assessing the technical competence of consultants the number of projects on which the consultants have been engaged is important, as well as the level of responsibility commensurate with the requirements of the assignment.
- Local Experience
The extent of local and regional experience on similar projects is a measure of how closely the consultants' experience matches the proposed consultancy services. A good match of local experience enables the consultant to confidently execute the services with dispatch, since the initial familiarisation period can be reduced. Therefore cooperation with local consultants is encouraged. Past experience in co-operation with local consultants or implementing tasks similar to the assignment in the Country is an asset.
- Relevant Staff CVS. The personnel proposed at the professional level will illustrate the key staff capability of the consultant for handling the Project.
- Finances and Professional Indemnity Insurance (PII).
The determination of the financial capability will disclosure of whether or not the consultant is bankrupt, or is engaged in bankruptcy proceedings and has a sound economy and a reasonable solidity. In the pre-selection process only those consultants will be considered whose financial resources are judges to be appropriate for the amount of the work to be performed. Information of (PII) will be analysed to ensure that the consultant has adequate insurance policy, given the magnitude of the Project and scope of the assignment.
- Quality Assurance.
To demonstrate the consultant's capability to fulfil his obligations on the highest level of standard, he should give a short approach for his quality assurance measures for this project, which adequacy will be assessed.
The above information should not exceed 30 pages including CVs of key personnel.
Two copies of the above information, in English, should be submitted to Land Development Agency in an envelope marked Expression of Interest for the Project of "Bridge over the Save River in the City of Belgrade".
Expression of Interest has to be submitted no later than the date stated above.
