Urban building land in Belgrade is still prevalently owned by the Republic of Serbia. Building land falling into the category of public building land (roads, infrastructure, public facilities) is and will remain property of the Republic of Serbia. The remaining building land - i.e. non-public building land is available for all forms of ownership.

Once the legal aspects of non-public building land are completely settled in favor of the City or municipality, the Belgrade Land Development Public Agency, acting on their behalf, may lease the land for construction for a period of up to 99 years, both to domestic and foreign legal and private persons.

Building land is leased through public bidding for structures with proposed gross building area up to 10,000 sq. meters through call for bids for structures having a gross building area of over 10,000 sq. meters. The Agency handles the preparation of announcements for public bidding, and the entire subsequent procedure.

In case of a site leased for construction, the investor acquires ownership of the building on the site for the entire duration of the lease. According to Serbian legislation, the fate of the land is bound to the fate of the building. The building can be sold and together with it the right of lease on the land.

The Marketing Department of the Belgrade Land Development Public Agency offers building sites for construction according to applicable urban regulation plans. More than 400 sites have been prepared and listed in catalogues for various land use (commercial, business, industrial, residential, hotels, sports etc.) with basic information on urban regulations concerning each site (proposed land use, lot surface area, gross building area, maximum heights, legal issues...)

Most of the proposed sites are located in the downtown municipalities and the municipality of New Belgrade. According to the new Planning and Construction Law and the new Master Plan of Belgrade up to the year 2021, mixed land use is possible on most sites.
