GENERAL REGULATION PLAN – CITY OF BELGRADE (UNITS I–XIX)

The borders of the General Regulation Plan for the building area of the local self-government unit – the City of Belgrade, units I-XIX, include the building area of the entire municipalities of Stari Grad, Vracar, Savski Venac, Novi Beograd, Cukarica, Rakovica and parts of the Municipalities of Zemun, Palilula, Zvezdara, Vozdovac, Surcin and Grocka, with approximate area of 51776 ha divided into nineteen specific units.

The concept of the Plan makes continuity to the Master Plan of Belgrade implemented in several basic elements such as:

• taking into account the current construction rate and realistic assessment of the physical possibilities for further investments in the city,
• continuity in transportation and infrastructural planning in accordance with current and planned land use,
• integration of different developments without negative influencing each other and
• planning the protection and development of the remaining natural green belt deeply engraved into the city core, as well as nurturing the inner-city greenery.

General Regulation Plan defines general building and development rules applied as the basis for:

• development of the detailed regulation plans,
• modification of valid and revised detailed development plans (detailed urban plans, regulation plans and detailed regulation plans) while implementing this Plan,
• compliance of revised plans enacted by 13th May 2003 with general rules of the General Regulation Plan, and
• direct implementation of the General Regulation Plan.

General Regulation Plan (GRP) for the building area of the local self-government unit – the City of Belgrade (units I-XIX), prepared by the Institute of Urbanism Belgrade, was adopted by the City Assembly on 7th March 2016.
